This page reveals my loot statistics for high-security pirate faction data sites. These statistics come from running 100 data sites for each of the five major pirate factions.

Within each region of high-security space, I ran 100 data sites. This table shows the number of each type of data site that I found while gathering my loot statistics.
Most high-security data sites have 1 + [Scanning Difficulty] containers, with the exception of the Local Backup Server. Sites with a scanning difficulty of level 3 and 4 include Com Tower containers.

This data suggests that every fourth or fifth high-security data site will have an empty container, with Info Shard containers being significantly more likely to be empty.

These results suggest that each high-security data site will typically drop at least two decryptors, one datacore, one stack of faction materials, and one other item.
